- Low child/teacher ratios
- Small group size
- Staff with higher education & ongoing training
- Prior experience and education of the director
- Low teacher turnover
- Positive teacher/child interactions
- Accreditation or higher than minimum licensing standards
- Age appropriate activities
- Good health & safety practices.
